Estonia's film commission, part of the Estonian Film Institute, runs a production incentive for features, documentaries, animation and high-end TV drama.

Rules
Photography and filming in the streets and public areas of Tallinn is permitted with no special authorisation, and in general no filming permit is needed for public areas of the city. The public must not be disturbed. The Tallinn Transport Department must be notified if filming restricts pedestrian movement or needs special traffic arrangements. Filming on private property, inside commercial venues or tourist attractions needs the owner's or venue's permission, and a drone used for aerial filming may need a special permit (check restricted zones with the Estonian Transport Administration).
