Can you fly a drone to film or photograph in Greece?

As of October 8, 2026: Greece applies the EU rules: register as an operator if your drone weighs 250 g or more; below 250 g you register only if it carries a camera or sensor and is not a toy. Open-category flights stay below 120 m above ground level, the EU-wide limit.

The HCAA says the EU rules make no distinction between recreational and commercial drone flying, and no operating authorisation is needed for an open-category flight. Riskier flights in the specific category need an operating authorisation from the HCAA before they start.

Flying drones in areas hit by wildfire is prohibited unless authorised and coordinated with the competent authorities in advance. Flying is banned in zones restricted by NOTAM for firefighting, and you must land immediately if firefighting aircraft appear or a 112 alert warns of fire nearby.

Pilots need the EU online A1/A3 training and exam for most open-category drones; the A2 certificate adds a further exam. Registrations and pilot certificates from any EASA country are valid in Greece.

Visiting Greece with a drone

Non-EU residents register with the aviation authority of the first EU country where they plan to fly, then display the operator number on their drones and load it into the remote ID.

Therefore, as a non-EU resident, you are also required to register with the National Aviation Authority of the first EU country where you intend to operate. … You will then be issued with a ‘drone operator registration number’ that needs to be displayed with a sticker on all the drones you own. You must also upload it into the ‘remote identification system’ of your drone(s).

Drones under 250 g in Greece

Class C0 drones, and privately built drones up to 250 g, can fly in subcategory A1, which allows flying almost everywhere except over assemblies of people.

Drones bearing a CE class 0 mark or that are privately built and weigh up to 250 g can fly in subcategory A1, which means almost everywhere, except over assemblies of people, or areas that the state has forbidden by imposing a restriction on the flight of drones
