Can you fly a drone to film or photograph in Nigeria?

Flying a drone needs both an NCAA permit and security clearance from the Office of the National Security Adviser (an end-user certificate per drone). Drones over 250 g are registered on the NCAA RPAS portal.

Commercial aerial work needs a Permit for Aerial Aviation Services: apply at least six months ahead, with a ₦500,000 processing fee.

Commercial drone operators need an NCAA RPAS Operator Certificate (ROC), issued through a five-phase process and valid for up to 3 years. Before importing drones for commercial work, the operator must get a Security Clearance and End-User Certificate from the Office of the National Security Adviser.
